Safran and Hemeria Partner on AI-Enabled Stratospheric ELINT and Electronic Warfare System
Safran Electronics & Defense and Hemeria have signed a memorandum of understanding to develop a stratospheric electromagnetic intelligence and electronic warfare platform combining high-altitude balloons, advanced sensors and artificial intelligence. Under the agreement, Hemeria will provide the balloon platform, while Safran.AI will supply AI models capable of detecting, identifying and analysing radar and communication emissions across land, air and maritime domains.
Operating in the stratosphere will provide the system with an unobstructed field of observation, extended persistence and access to cleaner electromagnetic data than many lower-altitude platforms. Data collected from multiple sensors and external sources will be automatically fused and processed in near real time, enabling faster threat characterisation, improved situational awareness and enhanced information superiority in contested environments.

Hemeria’s balloon portfolio includes zero-pressure, pressurised and manoeuvrable BalMan platforms. Its zero-pressure balloon can reach altitudes of up to 45 kilometres, remain airborne from several hours to multiple days and carry payloads of up to 2,000 kilograms. In addition to ELINT and EW missions, the platform could support Earth observation, scientific research, near-space technology demonstrations and payload-drop testing.
